qemu-img convert -p -f qcow2 -O vhdx /path/to/qcow2 /path/to/vhdx

WSL

wsl --mount --vhd <VHD> --bare
wsl --unmount <VHD>
growpart /dev/sda 1
Resize-VHD –Path <VHD> –SizeBytes 30GB
